Who you equip the rabbits foot to seems to vary among people. Jeff gets a higher dodge rate and since its normally low, you may want that. It also improves his rocket items damage. Ness however is the main healer, so keeping him fast to provide a life saving health boost after a mortal blow may be something you want.
